Ilha Comprida, a municipality that has the peculiarity of occupying a narrow strip of sand approximately 72 km long and 3 km wide and 100% of its territory included in APA, receives in its central area a project for the rehabilitation of the seafront that seeks the organization and dynamization of seaside activities and has goals that go beyond this seafront and summer tourism.

This municipality has the important environmental role of functioning as a breakwater, protecting the continental portion from the influences of winds and seas. Hence the importance of the presence of dunes, responsible for receiving the winds, the movement of the tides and undertow, protecting the immediate posterior portion from the effect of these coastal agents.

The Ilha Comprida waterfront refurbishment project is therefore a pilot project for the transformation of this seafront. It uses waterfront qualification strategies that take into account the natural conditions and needs of residents and visitors, providing structures that positively interfere with the dynamics of natural flows and that at the same time discipline the use and visitation in this space that is par excellence public. It intends to meet not only a tourist demand, but also the ordering of a territory so common to the Brazilian imagination and that for this reason it is appropriate in the most diverse ways, even if predatory and / or aggressive.

The intervention starts from the requalification of Av. Beira-Mar in the stretch between Av. Copacabana and Av. São Paulo. This section corresponds to the central portion of Ilha Comprida related to the old berth at the end of Av. Copacabana and to the new road access represented by the Pref Bridge. Laércio Ribeiro that culminates in Av. São Paulo. In this way, it seeks to stimulate densification in this already consolidated area, discouraging progress on preservation areas.

The parceling of the soil in this central region is characterized by an orthogonal grid with blocks 50 m wide, configuring a series of paths perpendicular to the beach that lead to Av. Beira-Mar a high number of users, where services, mainly for summer tourism, they position themselves in a disorganized manner, creating a series of pedestrian conflicts – vehicles – cyclists – salespeople – kiosks – temporary structures, in addition to the environmental conflicts already mentioned.

The project starts from the ordering of these waterfront uses from the stops of public transport, taken as a mediating element between the beach – natural environment – and urban occupation – built environment. The aim is an urban transformation based on the public question of public transport, which allows a truly democratic appropriation of the designed space. Every 500 m we have a bus stop designed as an element for receiving and distributing flows. They are composed of metal roofs, kiosks, living or leisure areas, return areas for cyclists and access to the suspended walkway that leads to the beach.

These mediating elements are, therefore, points of attraction from which the movement of pedestrians and cyclists is organized on the boardwalk. It is in these mediators that we will find the main accesses to the beaches – suspended walkways (1.60 m above the level of the sidewalks) that enable the movement of the dunes and the recovery of their native vegetation, leading visitors directly to the beach area in addition to setting up true viewpoints. to the sea. Among these mediators, at a distance of 250 m, we have smaller elements of crossing to the beach that lead to existing trails between the dunes. And every 125 m we find pedestrian crossings in level (loin-tracks) allowing the crossing of visitors and cyclists for the seaside promenade.

As it is a flat region, the displacement by bicycles is favored in addition to being usual among residents and seen as a tourist activity through the bicycle and tricycle rental system. Wishing to enhance this means of transportation, the project includes bike lanes involving the entire central quadrilateral, including the access bridge to Iguape, promoting connections between public facilities and allowing the dynamization of trade and services beyond the waterfront by enabling other axes of more intense circulation.

Within the set of these interventions, the mediators are elements of encounter, points of reference, spaces of convergence in the linear landscape of the Ilha Comprida waterfront. These mediators connected by the new promenade and cycle path qualify the space of the seaside walk, the moment of seeing and being seen, the flirting, the meeting with friends after a day at the beach, a lively space during the day and at night enhancing the activities and services and thus making Av. Beira-Mar attractive and pleasurable. One imagines the seafront once again inducing the landscaping, environmental and social enhancement of what is intended as the new expression of the urban community of the São Paulo coast.
